AfDB finances Last Mile Connectivity Project in Rwanda

The Government of Republic of Rwanda has received a loan and a grant from the African Development Bank, African Development Fund and Africa Growing Together Fund to finance the Rwanda Transmission System Reinforcement and Last Mile Connectivity (TSRLMC).

Key components of the project include:

The principal objectives of this project are to improve network reliability/stability countrywide and increase electricity access for productive users and households in the Southern region of the country as well as to reduce Green House Gas (GHG) emissions from the energy sector.

i. Last mile grid access, by installing 595 km of Medium Voltage (MV) distribution lines, 1,620 km Low Voltage (LV) networks, installing 585 distribution transformers,

ii. distribution network reinforcement, installing 1,720 km of LV, 563 MV lines and 658 transformers,

iii. transmission line (137 km of 110 kV line) and substations construction,iv.project engineering, supervision, feasibility study and audit,v.project implementation,and

vi. Environmental and Social Management Framework (ESMF) and Resettlement Action Plan (RAP) implementation.

The project further includes the following components:

Component A: Last Mile Grid Access:

▪This will involve the construction of a total of 595 km of MV and 1,620 km LV connections resulting into connection of 77,470 households and 4,370 product i.e users and trade centers,

▪This will be in Gisagara, Huye, Nyamagabe, Nyaza, Nyaruguru and Ruhango Districts

Component B: Distribution Network Reinforcement:

▪Upgrade of LV single and three phase lines countrywide,▪Upgrade and extension of different MV lines for improved supply and Upgrade of Karisimbi 6.6 kV line to 30 kV,

▪Engineering design and installation of Low voltage underground cables & renovation of MV/LV cabins in Nyarugenge,

▪Upgrade of Nyamata 30/30 kV switching substation and rehabilitation of distribution substations in Rubavu, Muhanga and secondary cities.

Component C: Transmission Lines and Associated Substations:

▪110 kV Rwinkwavu-Kirehe (37.2 km), Gabiro-Nyagatare-Rulindo (46.1 km) and Gicumbi cut in cut s/s (1.5 km) transmission lines construction,

▪110 kV Rukarara-Huye-Gisagara (45.8 km) transmission lines construction,▪Bugesera Industrial Park to New Airport (18.5 km) transmission construction,

▪Construction of Kirehe new substation (110/30 kV) and extension of Rwikwavu;

▪Construction of Huye substation, extension of Rukarara substation and upgrade of Kibogora substation,

▪Construction of Nyagatare substation, extension of Gabiro and Gicumbi substations,

▪Construction of Bugesera Industrial park (220 /110 kV & 110 /30 kV) and Bugesera

Component D: Engineering and Supervision Consultancy, Feasibility Study and Project Audit, (Procurement, Financial and Environmental):

▪This will be for undertaking detailed component design, project supervision and management works covering the three main areas of project activities,

▪In line with the investment into network reinforcement, the Bank will finance a feasibility study for a REG Control and Communication Center Building to support
